The EU Commission has opened a consultation process on its emoney Directive application to premium rate SMS. The issue is crucial as micro-billing system can invigorate Europe’s billion euro market for mobile content (ringtones, logos, mobile information services and games).
So far, different interpretations of the Directive has led to confusion across Europe: from the free and easy in The Netherlands to total block in Italy.
This is clearely slowing the growth of the mobile content industry.
The consultation paper proposes to reconcile the mobile industry with the directive objectives to protect consumers.
