It’s not just about having access or not to Internet. Now there are two kinds of web users:
– those who keep everything in their computer, their e-mail, their head: they use email, read (a little bit) the web, but not forums, nor blogs/wiki, they don’t comment the news either. There is no reflex to feed the web with information.
– those who use the web and all its tools, feeding the web, not to show off but because the information can be useful to other people.
Of course, it’s a question of time, but the reflex to put stuff on the web can be slow to arrive.
